What this does: Scans the doc_rules folder and adds any PDF/TXT/DOCX files found there to the database with status 'synced'.
Use this when: You manually copied files to the doc_rules folder and want to add them to the database.
Note: Only adds files to database - you still need to click "Ingest" button for each doc to process it.
